Moscow overhauls military recruitment offices in occupied Luhansk Oblast

To that end, Russia has abolished the "military commissariat," which was managed by local collaborators.

"The reason lies in the fact that this office was unable to fulfill the plan for mobilization of enough people into the ranks of the (Russian) army, since local residents avoid conscription in every possible way," the message reads.

Instead of the "military commissariat," Russia created a new body – the "Federal Public Military Commissariat of the LNR," whose leadership is appointed directly by Moscow.

According to the report, this new office is already registered in Russia as an entity different from the old "military commissariat of the LNR."
