Milwaukee police release bodycam footage of an incident that resulted in an officer shooting a 31-year-old man in Riverwest

The Milwaukee Police Department released bodycam footage on Friday of an incident last month that resulted in a 31-year-old man being shot by an officer and the discovery of a dead 75-year-old woman.

The incident took place Nov. 14 on the 2300 block of North Booth Street in Milwaukee's Riverwest neighborhood.

Video shows a 31-year-old Israel Webb let a police officer into the residence and then affirm a 75-year-old Milwaukee woman is sleeping on the couch.

The woman was identified by the Milwaukee County Medical Examiner's Office the week following the shooting as Dorothy Douglas.

In the video, the officer calls out "Dorothy?" but gets no response. Webb then admits, "She's dead, sir."

The officer requests backup and asks Webb to put his hands up. Webb yells out for his phone so he could "call her relatives."

Webb asks the officer to "Please, just shoot me. Shoot me in the face." The officer responds "No" multiple times. Webb resumes asking the officer to call Douglas' relatives.

The officer eventually gets Webb to lie down on his stomach by threatening the use of his stun gun.

In the process of placing cuffs on, Webb resists and a struggle ensues. At this point, the body camera falls from the officer and only audio is available.

The officer can be heard yelling out for Webb to stop resisting, and Webb can be heard repeatedly asking for the officer to shoot him.

Police said during this exchange, Webb picked up a pole and a weight. "Drop the pole!" the officer repeatedly states, while Webb says, "Right in the head. Do it!"

The officer then deploys his stun gun, but Webb is seemingly unfazed, according to audio, repeatedly asking again for the officer to shoot him.

Seconds later, gunshots ring out, a groan is heard and Webb yells out "Kill me!"

Backup officers arrive, assist with arresting Webb, and render him medical aid.

The medical examiner's office determined Douglas' cause of death to be lung cancer, and police initially reported no physical signs of trauma.

Webb, however, has been criminally charged with felony battery or threat to a law enforcement officer, and three misdemeanor charges for resisting or obstructing an officer and bail jumping twice, according to court records.

Earlier this month, the Milwaukee County District Attorney's Office announced the officer who shot Webb has been cleared of any criminal wrongdoing.
