Officials say the shooting actually happened in the middle of English Street, and the victim ran to where he collapsed on Winchester Ave., which is about .25 miles away. He was taken to a local hospital where he is expected to recover from his injuries.

Cleveland Lamont Waters, 42, was identified as the suspect. Investigators got warrants for his arrest and tracked him to a house on Locklyn Road in Waxhaw. Law enforcement found Waters inside along with multiple firearms and a substantial amount of illegal narcotics.

Authorities say Waters escaped custody while still wearing his handcuffs before he was booked into jail. Monroe Police and the Union County Sheriff’s Office searched the surrounding area overnight using K9s and other techniques but were unable to find Waters.

Back in February, Waters skipped court for an assault charge and was found later with cocaine in his pants.

The Monroe Police Department has requested additional resources from surrounding agencies, along with state and federal agencies.

Waters was last seen wearing black pants and a red shirt and may still be in handcuffs. He is considered armed and dangerous and police say if you see him, call 911 and don’t approach him. $5,000 in cash could be rewarded for any information leading to his arrest.
