Man arrested in San Angelo on 6 charges of child porn

SAN ANGELO, Texas (Concho Valley Homepage) — A man was arrested in San Angelo on May 24 for six charges of possession of child pornography, with an investigation uncovering 99 videos and 19 images found on a single cloud storage account.

The man, 29-year-old Carlos Beltran Montes de Oca, was arrested at 8:01 a.m., according to the Tom Green County Sheriff’s Office. Each charge has a set bond of $75,000, giving him a total posted bond of $450,000.

According to a warrant filed in Tom Green County, the Tom Green County Sheriff’s Office received a National Center for Missing & Exploited Children CyberTip that provided information showing a person “had uploaded 8 videos containing suspected child pornography” to a cloud-based storage provider using the same phone number and IP address. An investigator also received three additional CyberTips, which showed that the same number and IP address uploaded “an additional 22 videos and 3 images containing suspected child pornography” to the same cloud storage provider in March 2024.

The investigator reviewed the suspected media files and “determined they all contained obvious child pornography.” The warrant states that many of the files “depicted adult males having sexual intercourse with very young girls (under 7 years old).”

The investigator submitted a grand jury subpoena to Frontier Communications for the subscriber information of the phone number used to upload the media files, learning that the subscriber’s service address was located in San Angelo.

Afterward, the investigator submitted a search warrant to the cloud storage provider for all of the stored digital media files and electronic records uploaded using the phone number. The investigator searched the media files after the data was provided, discovering “a total of 99 videos and 19 images which contained obvious child pornography as well as 3 videos containing bestiality.”

According to the warrant, several of the images and videos on the phone number’s cloud storage account featured the “same Hispanic male with facial hair.” Images of a Mexico Consular ID Card and Mexico passport depicting Beltran were also found in the account’s storage, with the investigator identifying the man depicted on both images as “the same male subject with facial hair depicted in the numerous images and videos saved to the cloud storage account.”

The investigator also located a saved image on the account that showed a “newer model white Dodge Charger 4-door car.” Beltran was later confirmed to be the registered owner of the vehicle.

During the evening of May 18, the investigator sent a Tom Green County Sheriff’s Office sergeant to drive by the property identified as the phone number’s service address. The sergeant informed the investigator that a vehicle matching the car in the image, including its license plate, was found.
