Federal prosecutors could face an uphill battle in the retrial that gets under way Tuesday of two men accused of conspiring to kidnap Michigan Gov. over her efforts to rein in the Covid-19 pandemic. In the first trial, a Grand Rapids, Mich., jury in April failed to reach unanimous verdicts for the alleged ring leader of the conspiracy plot, and while acquitting and of all charges. The result was a blow to federal efforts to monitor and prosecute potential domestic terrorists, though it is unclear what made the jury reject the government’s argument.
