Luzerne County forms Government Study Commission

WILKES-BARRE, LUZERNE COUNTY (WBRE/WYOU) — Luzerne County voters said yes to the formation of a government study commission to examine and suggest changes to the current form of government.

Seventeen names were on the ballot Tuesday, and seven of the top citizen vote-getters will now form the Luzerne County Government Study Commission.

“That study commission is formed and then it examines the current form of government, and makes recommendations on whether to get rid of it, adopt a custom-made form of government,” said Thomas Baldino, Professor Emeritus of Political Science, Wilkes University

Thomas Baldino is a political scientist, author, and former government study commission member. He also served in the Luzerne County Bureau of Elections. He says in addition to these options, the commission may suggest other changes.

“There are optional plans that the state permits that the state’s already created, and that study commission can recommend to the voters something different than the existing form of government,” Baldino added.

Plans that could take the commission up to 18 months according to Pennsylvania State Law.

Whatever the study commission recommends, especially if it proposes a change in the form of government, that question will be placed on the ballot for voters to decide.

“So the voters will have the final decision,” Baldino continued.

Like changing the government from an 11-member council to a board of commissioners, or creating a smaller council. They may also recommend creating a council elected by district instead of at large, the current system of voting.

Baldino says it is important for the public to keep a close eye on the committee’s work.

“I think it’s important for voters to monitor the work of the commission,” Baldino stated.
