Subject in Lubbock PD custody after barricading themselves with three children in a home

A Lubbock police SWAT team and negotiators arrested a 29-year-old man and rescued three children following an hours-long standoff and SWAT callout Monday morning in the Heart of Lubbock neighborhood.

For a time, police asked the public to stay away from the 1900 block of 21st Street after officers initially responded to a report of a domestic disturbance at 8:59 a.m. in the area, according to police.

In a news conference hosted by LPD, Deputy Chief Jon Tutino said officers arrived at the address and were met by a 28-year-old woman who informed officers that Moses Clark was barricaded in the house with three children.

At 10:52 a.m., LPD initiated a SWAT call out to the residence, where it was determined that the SWAT team needed to enter the residence.

The officers were able to successfully rescue the children and take Clark into custody at around 12:50 p.m. with no injuries. The 28-year-old woman was taken to a hospital with minor injuries.

Clark has been charged with sexual assault, domestic violence and unlawful restraint, Tuntino said.

According to police, Dupree Academy Elementary was placed under "secure protocol" during part of the incident.

Other details about the standoff were not immediately clear as police continue their investigation.
