APPLETON, Wis. (WFRV) – The Appleton Police Department has confirmed the incident on East Northland Avenue in the city of Appleton is a standoff situation.

An officer with the department confirmed a 41-year-old Appleton man was inside his apartment with a handgun and appeared to be intoxicated.

The incident reportedly started on Tuesday night just before midnight when the department received a welfare check for the 41-year-old, who was intoxicated. The man reportedly left the home with a handgun for destinations unknown.

Officers worked with acquaintances and family members to determine the man was most likely headed to northern Wisconsin. Law enforcement confirmed that the man did travel to northern Wisconsin and even got in contact with the man but had no reason to escalate any sort of contact, considering it was a welfare check and no crime was committed.

Shortly after 1:00 p.m. on Wednesday afternoon, the man returned to his apartment in the 1200 block of East Northland Avenue and appeared to be intoxicated with the same handgun.

“We’re in the process of negotiating with him now,” said Officer Todd Freeman. “He is the only person in the apartment building, and other family members were evacuated upon his arrival.”

East Northland Avenue is closed down for the time being while the Appleton Police Department continues with crisis negotiation efforts.

“Our goal is to resolve things peacefully,” added Freeman. “He is in an apartment building, and that is very inconvenient to others there, but his safety and the safety of the officers are paramount, so we’ll be as patient as we can be negotiating, but we don’t take threats to police lightly.”
