Kaukauna's getting a 179-unit senior living facility. Here's what we know

KAUKAUNA - Construction on a 179-unit senior living facility is expected to start this summer on the north side of Kaukauna.

The Reserve will bring independent, assisted and memory care units to Arbor Way in Kaukauna's Commerce Crossing business park, according to city planning documents.

Units will be broken down into separate buildings with 24 memory care units, 66 assisted living units and 89 independent living units.

A final site plan has not been approved yet, but the facility is also expected to include an on-site bistro, theater, spa, chapel, therapy center and health care services.

Construction is expected to start in July on the independent living units, with construction on the memory care and assisted living units starting in September, according to city planning documents.

Across Outagamie County, the senior population increased from 13% to 20% from 2000 to 2019, according to the U.S. Census Bureau. And in Kaukauna, residents 65 and older make up over 14% of the city population,

The county's regional housing strategy report found that the aging population has increased the need for senior housing, which includes small and easy-to-maintain homes, age-restricted housing complexes and assisted-living facilities.

New developments underway in Commerce Crossing business park

The Reserve will be supported by the city's Tax Incremental Finance District 5 which covers Commerce Crossing, according to David Kittel, the city's planning director.

When a municipality creates a TIF district, all of the additional property taxes generated from new development in the district — the increment — go toward reimbursing the municipality for any costs it incurs to bring about that development. The tax revenues from the increment are diverted from the school district, county and technical college for as long as the district is in place.

The Reserve will be the latest development coming to the city's business park, where the city's dog racing track used to be.

Construction is also underway on a $20 million housing development, consisting of five three-story apartment buildings with a total of 175 market-rate units.

Developers will also soon break ground on a four-story, 76-room Grand Stay Hotel located along Arbor Way.

Finally, a U-Haul Moving & Storage facility will wrap up construction this summer — the first U-Haul facility in Kaukauna.
