When Detroit Mayor Mike Duggan took office in 2014 in the aftermath of the Great Recession, there were roughly 40,000 deserted houses across the city. Thanks to a program that favors renovation over demolition, that number has now been cut in half, with many of the units set aside for affordable housing.
