Here's who disqualified or withdrew from November 8 primary elections in Northeast Louisiana

Several candidates have pulled out of the Nov. 8 Open Congressional Primary Election across parishes in Northeast Louisiana.

Rick Saulsberry announced his plans to withdraw from the race for the District 1 seat on the Monroe City School Board in a Facebook post on July 22, citing "failure to turn in some disclosure forms in a timely manner."

"When I qualified for re-election last week, I failed to look at the small print that stated that I could not qualify if I had an outstanding balance," Saulsberry said. "As a result, and the on the advice of my attorney, I had to withdraw because it seemed as if I lied and committed fraud. Everyone that knows me can attest to the fact that this not my character nor desire."

Candidates who wish to withdraw their candidacy are required to file a notice of withdrawal before the deadline enacted by Act 410 of the 2015 Regular Session, according to the Louisiana Secretary of State.

For a primary election, the withdrawal deadline is 4:30 p.m. on the seventh day of the close of the qualifying period.

If there are only two candidates remaining in a primary or general election for a public office, the secretary of state shall accept a notice of withdrawal if filed prior to 4:30 p.m. on the second day prior to the election as stipulated by Act 657 of the 2018 Regular Session.

A notice of withdrawal is effective when the signed and notarized original is filed with the secretary of state.

Here are candidates in the following parishes who either withdrew or were disqualified from the Nov. 8 elections.
