TGSO arrests 1 following standoff in Grape Creek

SAN ANGELO, Texas (Concho Valley Homepage) UPDATE, May 17, 4 p.m. — The Tom Green County Sheriff’s Office has arrested one person following a standoff in Grape Creek on May 17.

According to TGSO, officers responded to a residence on Wheatland Drive at 8:15 a.m. on May 17 about a complaint of an individual violating a Magistrate’s Emergency Protective Order.

The order was implemented for 38-year-old Norma Lee Moreno of San Angelo due to her prior arrest on April 21 for the offense of injury to the elderly. Moreno was released but arrested once more on May 6, again for violation of a protective order.

On May 16 Moreno was once more the suspect in the assault of an elderly victim in Grape Creek. Deputies arrived at the residence to find Moreno again there in violation of the Emergency Protective Order.

As TGSO deputies attempted to make contact with Moreno, she armed herself with two knives and threatened suicide before barricading herself inside the residence. Attempts to persuade Moreno to surrender by the Tom Green County Special Response Team and Crisis Negotiation Unit were unsuccessful.

At approximately 2:15 p.m., chemical agents were deployed and, after several attempts, deputies were able to physically restrain Moreno and take her into custody at around 3:05 p.m. As of the time of publication of TGSO’s information release, Moreno is being booked into the Tom Green County Jail.

Though Moreno has been initially charged with violating the protective order, additional charges are pending. No injuries were sustained as a result of the incident. The incident remains an active investigation by the sheriff’s office.


SAN ANGELO, Texas (Concho Valley Homepage) ORIGINAL — Several Tom Green County Sheriff’s Office and Texas Department of Public Safety officers were seen gathered near a residence in Grape Creek on May 17, with some being armed.

According to a Concho Valley Homepage cameraman at the scene, the officers have congregated around a house on Wheatland Drive. Several of the officers were carrying firearms, and TxDPS members were seen piloting a drone.

Reports from multiple Grape Creek residents claim that the individual possibly involved is a woman who is known to possess guns.

Grape Creek Elementary School, which is located down the road from Wheatland Drive at 9633 Grape Creek Road, has not gone into lockdown, according to a school representative.

Concho Valley Homepage has contacted the sheriff’s office for more information and is awaiting a response.
