‘My heart still breaks:’ York City Police Commissioner speaks after former officer charged

YORK COUNTY, Pa. (WHTM)– An update on a York City Police officer accused of raping and seriously injuring a toddler.

Steven Cugini, 28, of York, resigned from the York City Police force the day after the city began his termination process late last week, York City Police Commissioner Michael Muldrow said.

Muldrow posted an update on social media, calling the situation heart-wrenching.

“We were at a loss, as no profession does seemingly more than police, to try and identify the proclivities, probabilities, and propensity for misuse, abuse and the evils that men do,” Muldrow said. “And while it is a hard pill to swallow, we had to recognize that at the end of the day, you just never truly know what’s in the hearts and minds of people. My heart still breaks when things like this occur and I understand how everyone feels right now.”

Last week, State Police in Lykens arrested Cugini for the alleged physical assault that was so violent, that the toddler suffered broken bones.

Cugini faces multiple felony charges that include rape of a child, aggravated indecent assault of a child, and aggravated assault. Cugini is out of York County Prison after he posted his bail on Thursday, April 18, court records show.
