Green Bay man stopped for OWI, arrested for drugs and stolen vehicle

CHIPPEWA FALLS — Lake Hallie police stopped a vehicle Monday morning on suspicion of drunk driving, but officers located drugs, and learned the vehicle had been stolen.

Julian L. Webster, 29, was arrested on possible charges of operating a motor vehicle while intoxicated - first offense, operating a motor vehicle while revoked, failure to install an ignition interlock device, possession with the intent to manufacture or deliver a Schedule I and Schedule II narcotic, and possession of marijuana.

According to Lake Hallie Police Chief Edward Orgon, an officer responded to the Kwik Trip at 2997 Commercial Boulevard "for an individual inside a vehicle acting strange and possibly on drugs."

"Upon arrival, the officer observed a vehicle with its hazard lights on and attempting to back up and leave," Orgon wrote in a press release. "The officer stopped the vehicle, identified the driver as (Webster), detected the odor of intoxicants coming from his breath, slurred his words and had watery and bloodshot eyes. Webster voluntarily submitted to field sobriety testing but refused a preliminary breath test. During a search of Webster’s person, the officer found two bags of a white powdery substance and multiple more bags of white powdery substance inside the vehicle totaling approximately 20 grams of suspected cocaine along with approximately 18 grams of suspected marijuana and six THC cartridges."

Additionally, the officer learned that Webster had an active felony Department of Corrections warrant and later learned that the vehicle was stolen from Barron County.

Webster was transported to the Mayo Clinic Health Systems hospital, where the officer obtained a search warrant for Webster’s blood, then transported him to the Chippewa County Jail for processing. The results of the blood test will not be known for several weeks as it will be sent to the Wisconsin State Hygiene Laboratory.

Department of Corrections online records state that Webster was on active community supervision, but had absconded from the area.

Online court records show Webster has previously been convicted of stealing vehicles and possession of drugs. He was convicted in February 2023 in Shawano County Court of possession of narcotic drugs, misappropriating an ID, resisting an officer, and bail jumping. He also was convicted in Brown County Court in 2022 for possessing amphetamines.

Webster also was convicted in Brown County Court in 2012 for operating a motor vehicle without the owner's consent.
