Who is on the Glendale City Council?

Glendale has six city council members who are elected from geographic districts and a mayor who serves the city at large.

Council members are elected to four-year, staggered terms. Lauren Tolmachoff, Jamie Aldama and Bart Turner, all incumbents, ran unopposed for their council seats in 2022.

Yucca District: Joyce Clark

Clark, who is now vice mayor, has served on the City Council on and off for decades. She first was elected in 1992 and completed a four-year term. She was elected as a write-in candidate in 2000 and served until 2012. She ran for council again in 2016 and has served since then. She has worked as a high school teacher, bookstore owner, ceramist and founder of a craft gallery.

She is serving a four-year term that expires in 2024.

Ocotillo District: Leandro Baldenegro

Baldenegro was appointed to the council in April 2024 to fill the vacant seat left by Jamie Aldama. Baldenegro is a welder who has worked for the Glendale Elementary School District since 2007. During that time, he's served on the district's Interest Based Negotiations, Superintendent Search and Budget committees. For many years, he's also volunteered with the nonprofit organization HandsOn Greater Phoenix and coached Pop Warner Youth Football.

He will serve the rest of the term, which expires in 2026.

Sahuaro District: Ray Malnar

Malnar was first elected in 2015 and was reelected in 2020. Malnar has owned a flooring maintenance and restoration business for 25 years and previously worked in corporate accounting and finance. Malnar served on the governing board of the Western Maricopa Education Center and currently serves on the Maricopa Association of Governments Economic Development Committee.

His four-year term expires in 2024.

Barrel District: Bart Turner

Turner was elected in 2014 and reelected in 2018 and 2022. Before serving on the council, he was active in various community organizations, including the Glendale Historical Society, Glendale Arts Council and the West Valley Child Crisis Center, and was chairperson of the Glendale Parks and Recreation Commission. Turner was a founding member of the Valley Citizens League and served as president of the board of directors for Arizona’s Clean Elections Institute.

His four-year term expires in 2026.

Cactus District: Ian Hugh

Hugh has served on the council on and off. His first stint was from 1986 to 1991 before being elected again in 2012. Hugh also served as a member of the Glendale Union High School District governing board from 2004 to 2012. He was chair of the Glendale Utilities Committee and a member of the Glendale Community Development Corporation. Hugh and his wife also own a business, Ian Hugh Tire and Auto.

His four-year term ends in 2024.

Cholla District: Lauren Tolmachoff

Tolmachoff was elected in 2014 and reelected in 2018 and 2022. She represents Glendale on the board of directors for Valley Metro Regional Public Transit Authority as well as the Valley Metro audit and finance subcommittee. She also serves on the Transportation, Infrastructure and Public Works Committee for the League of Arizona Cities and Towns, on the National League of Cities Information Technology and Communications Committee and is a member of both the NLC Women in Municipal Government and Large Cities Council. She works as a real estate agent and previously worked in banking.

Her four-year term expires in 2026.
