Former Northern California school district president AngelAnn Flores arrested for theft, fraud

(FOX40.COM) — Former Stockton Unified School District President AngelAnn Flores was arrested on Friday for theft of public funds and insurance fraud, the San Joaquin County Sheriff’s Office said on Facebook.

The sheriff’s office said Flores was charged with four felonies, including theft of public funds, grand theft of money, embezzlement by a public official, and insurance fraud.

“After a thorough investigation, our findings were presented to the San Joaquin County District Attorney’s Office, who then reviewed the facts and determined an arrest warrant was most appropriate for these four felony counts,” the San Joaquin County Sheriff’s Office said.

According to the San Joaquin County Sheriff’s Office, an investigation began in April 2023 after the interim superintendent of SUSD voiced concerns over Flores’ potential misuse of public funds based on her usage of the school district’s credit card.

On Nov. 14, the sheriff’s office said it served a search warrant on a “fact-finding mission” regarding accusations made about someone within the Stockton Unified School District.

“We’re investigating to see if there’s any wrongdoing going on,” an official with the San Joaquin County Sheriff’s Office said on Nov. 14.

According to the Stockton Record, that search warrant was served at Flores’ home, which is located in the south Stockton area. The media outlet adds that Flores was questioned at the sheriff’s office for “several hours” as deputies searched her home and vehicles before she was dismissed around 2 p.m.

During the search, a USB drive with information on the credit card given to Flores by the SUSD was seized along with various Apple products and documents belonging to the former school district president.

Once their investigation was completed, the sheriff’s office said it found that “Flores’ non-compliance to the district’s credit card policy was intentional, egregious, and clearly for personal gain.”

“While serving as the Board’s President during the calendar year 2023, Trustee Flores used her assigned credit card to purchase over $1,000 worth of fuel alone, which evidence indicates she knew was not allowed,” the sheriff’s office said. “Credit card usage by other trustees was in substantial compliance with SUSD policy and approved usage.”

The San Joaquin County Sheriff’s Office continued, “Public officials are expected to conduct themselves with high ethical standards and even more so as the Board President. These acts of theft and deceit were discovered to have occurred in both the official and unofficial
capacity of Flores during a time of holding an Official position that allowed her to
influence and make decisions that directly affect the students, families, and taxpayers of the Stockton Unified School District.”
