Former head of Sambir draft office declares $165K income, six apartments and new luxury car

Serhiy Babych, who is accused of acquiring unjustified assets, declared $46 thousand in salary from previous job and another $118 thousand in other income, Zaxid.net reported on March 18.

It is noted that Babych and his relatives have purchased apartments in Lviv, new cars, and generally gained considerable income in recent years.

According to the declarations of the former head of the Sambir military complection center, his wife Iryna, who works at the Sambir hospital, has purchased five apartments in Lviv (62 sq. m., 61.8 sq. m., 70.4 sq. m., 47.4 sq. m., 48.1 sq. m.), as well as two storage rooms, two parking spaces and one apartment in Kyiv (50 sq. m.).Her official salary does not exceed UAH 100 thousand ($2500) per year.

The purchases were reportedly made during 2020-2022.

According to Babych's declaration, his wife bought an apartment of 70.4 square meters for UAH 1 million ($25,500), while the others were much cheaper - in 2022, she bought two apartments in Lviv for UAH 600 thousand ($15,400) each.

In addition, the couple owns several plots of land: in 2023, Babych re-registered two residential buildings in Sambir and Strilkovychi, as well as a land plot in Sambir to his daughter Sofia.

It is noted that he purchased one of the houses in 2020 and the other in 2018. Of the real estate, only two land plots remain in his possession.

Among other things, in 2023,Babych purchased a Lexus RX 350 for UAH 1 million ($25,500), which is at least twice cheaper than market offers on car sales sites.

This is currently Babych's only car, but he previously owned a Toyota Land Cruiser and a Volkswagen e-Golf. In 2023, Serhiy Babych earned UAH 1.8 million ($46,000) in the Sambir complexion center (in 2022, his official salary was UAH 636 thousand ($16,200), he also reported UAH 124 thousand ($3,200) in pensions and UAH 4.4 million ($112,500) from the alienation of property.

His wife, Iryna Babych, reported UAH 91 thousand ($2,300) of salary at the hospital and UAH 1.8 million ($46,000) of income from the alienation of property.

Babych noted that he keeps his savings in cash. They amount to UAH 1.7 million ($43,400).

In addition, part of the couple's property was acquired by Ivan Simeon, co-owner and head of the Lviv-based company Eurobudcomplex, which trades in wood and building materials, and director of Zenith Ukraine, a company that manufactures metal products in Sambir district.

In 2022, Serhiy Babych borrowed $60 thousand from him. Two more properties were purchased from Iryna Babych by Mykhailo Kachor, a man who produces food for animals in the Sambir region.

On Sep. 22, 2023, the National Agency for the Prevention of Corruption (NAPC), during its monitoring, found signs of unjustified assets worth more than UAH 4.4 million ($112,500) from the head of the Sambir district military commissariat.

At the time, the military commander explained that the real estate was acquired "thanks to the family's savings for the previous period, the salaries of family members, and a gift from his mother in the amount of $42,000."
