Former Corbin Housing Authority Director sentenced in Whitey County Circuit Court

May 21—WHITLEY COUNTY — The former director of the Corbin Housing Authority was sentenced in Whitley County Circuit Court on Monday for charges related to theft, fraud, and abuse of his former position.

Samuel McCoy, 50, was sentenced after pleading guilty in March of this year to Theft by Deception of $10,000 or more; Fraudulent Use of a Credit Card over $10,000 within six months; Fraud by Authorized Persons, Business Organizations, or Financial Institutions over $10,000 over a six month period; Theft by Deception of $500 but less than $10,000; Abuse of Public Trust; and second-degree Forgery.

McCoy's plea agreement stipulates a 10-year sentence probated for five years with all counts running concurrently.

McCoy's sentence is structured in such a way that he will remain out of prison so long as he does not violate the conditions of his probation.

The primary condition of his release, excluding the standard conditions of probation, is that he must repay the city of Corbin $119,629.53.

Prior to his sentencing, McCoy paid $30,000 toward the principal of his restitution. Henceforth, he will be required to pay $750 per month until the entire amount is repaid.

McCoy's probation will continue until his restitution is paid.

Charges were first brought against McCoy in 2021 after an internal investigation at the Corbin Housing Authority revealed various inconsistencies on the books.

McCoy gave himself a 5-figure, unapproved raise and also used Housing Authority monies to pay the utility bills for a Corbin Housing Authority apartment that he was residing in illegally.
