The dump truck driver told officers they were working in the left-hand lane with digital signs informing traffic to move over when the vehicle got rear-ended. Officers met William Cagle Alexander at the scene and noted his eyes were dilated and glossy and he swayed while standing. Police said Alexander appeared disheveled and had a faint odor of alcohol emanating from his person and breath. The report stated he performed poorly on field sobriety tests.
