“Maybe someone found him and thought this was a safe space….maybe an owner abandoned him,” said police. “It’s a mystery we’d like to solve.”

If you are the owner or know where the dog belongs, call police at 717-238-9676.

The incident comes after a dog was abandoned and tied to a light pole at the York County SPCA earlier this month.
