Daly City officer facing child cruelty charges one of several Bay Area cops allegedly behaving badly

SAN FRANCISCO (KRON) — Three San Francisco Bay Area police officers are facing criminal charges for separate cases in San Mateo County, including one officer accused of child cruelty, and another charged in connection to a DUI collision.

Daly City Police Department Officer Jacob Fine, 38, appeared in court Wednesday to face weapons and child cruelty charges. Fine had only been on the job for four days as a rookie DCPD officer when his daughter’s preschool called the Sheriff’s Office on January 29, prosecutors said.

“Deputies responded to his 4-year-old daughter’s preschool on reports of possible child abuse. Victim reported that her father slapped her in the face — leaving a visible injury — and stated he did the same thing in May 2023,” the San Mateo County District Attorney’s Office wrote.

Deputies obtained an emergency protective order for the girl and went to Fine’s Half Moon Bay home to seize firearms. Prosecutors said deputies found a rifle that had been modified to be an illegal assault rifle with a laser attachment.

In February, Fine pleaded not guilty to cruelty to child by inflicting injury, and possession of an assault weapon.

Fine is currently suspended as a police officer while criminal charges are pending, according to the California Commission on Peace Officer Standards and Training (POST) database. On Wednesday, Judge Sean Dabel ordered Fine to return to court on May 8 for a preliminary hearing. Fine remains out of custody after posting a $50,000 bail bond.

San Francisco Police Department Officer Adam Eatia, 39, is charged with theft by false pretense for allegedly creating a fake child daycare. Eatia fraudulently applied for and received a $20,000 small business loan from the state in 2021, the District Attorney’s Office said. Eatia claimed “he was sole proprietor of a daycare business called ‘Adam’s Childcare’ located on Brosnan Court in South San Francisco.” Eatia was also investigated by his own police department for insurance fraud in an unrelated case.

“While under investigation by SFPD for an unrelated insurance fraud, investigators found that there is no childcare business and the loan was obtained by the defendant fraudulently,” prosecutors wrote.

Eatia is out of custody on supervised own recognizance. The officer is scheduled to appear in court on Thursday for a preliminary hearing. He previously pleaded not guilty to obtaining money, labor, or property by false pretenses.

Officer Eatia has been on suspension since May of 2023, according to POST database.

Another San Francisco Police Department officer, Jason Isaac Hernandez, is charged with a DUI crash that injured a 31-year-old woman in Hillsborough. The collision happened at a stop sign intersection on Skyline Boulevard on Dec. 15, 2022. Both cars sustained major damages.

Hernandez, 51, of Oakland, had a half-full bottle of vodka in his car’s center console, according to the DA’s Office. When Hillsborough Police Department officers found the bottle, Hernandez “said he was a depressed alcoholic and thought he was in Oakland,” prosecutors wrote.

When the officer’s blood alcohol level was tested two hours after the crash, it was 0.20, the DA’s Office said.

Hernandez remains out of custody after posting a $50,000 bail bond. He pleaded not guilty to felony DUI, and a preliminary hearing is scheduled for May 1.

Officer Hernandez has been suspended from the police force since August of 2023, according to POST database.
