ALBANY, N.Y. (AP) -- New York Gov. Andrew Cuomo says he wants casino operators to compete for three sites upstate rather than downstate, but New York City could get a casino in the second phase of his gambling plan.

Cuomo in his State of the State address proposed that an expansion of gambling in New York begin upstate.

Cuomo on Thursday elaborated, saying casino operators will bid higher and strike more lucrative revenue deals for the state over upstate casinos if New York City isn't an immediate option.

The state Legislature is expected this year to consider final passage of an amendment to the state constitution that would allow up to seven Las Vegas-style casinos beyond Indian land. If approved by lawmakers, voters could make a final decision on the amendment in November.
