County votes to invest in new substance use treatment facility

SAN DIEGO (FOX 5/KUSI) — The San Diego County Board of Supervisors voted Tuesday to invest in a new substance use treatment facility.

The new Substance Use Residential and Treatment Service facility, referred to as SURTS, will be located at 2300 E. 7th St. in National City, near Paradise Valley Hospital. It consists of two structures built in the 1960s and 1980s, spanning about 33,000 square feet.

The facility will be used by the county’s Health and Human Services Agency as well as Behavioral Health Services. Their goal is to connect individuals with resources designed to help them manage chronic conditions based on their specific needs and treatment goals.

According to the board, the buildings were previously used for a 120-bed substance use treatment facility operated by the Volunteers of America Southwest. It was formerly known as the Renaissance Treatment and Rehabilitation Center, but are now vacant, according to the board.

Due to their age and other unspecified deficiencies, the buildings will need to undergo significant repairs and upgrades which are estimated to cost a total of about $26 million, the board said.

The investments approved Tuesday will allow for renovations to the mechanical, electrical and plumbing systems, as well as upgraded dormitory rooms and office spaces. The board also expects the addition of a working kitchen and laundry facility.

The buildings were approved for purchase in September 2022 and a contract for architectural and engineering services was awarded in February 2023. Construction of the new facility is expected to begin in April of next year with an estimated completion in 2026, according to the board.
