County tables bid packages for Fairgrounds upgrade project

Apr. 11—Bid packages swept the Stephens County Commission Monday morning after a mandatory pre-bid meeting in March.

Business representatives rolled into the county office at 9:45 a.m April 8 to hear the county open bids for the renovation of the Stephens County Fairgrounds. The fairgrounds upgrade project is part of the county's American Rescue Plan Act (ARPA) spending.

Bid packages opened included: Selective demolition; earthwork; site utilities; concrete; masonry; pre-engineered metal building for supply only; pre-engineered building for labor; general construction; door, frame and hardware for supply only; glass and glazing; overhead doors and counter shutters; drywall and acoustics; ceramic tile; building specialties for supply only; electrical; high volume low speed fans; plumbing; HVAC; fire alarms; fire suppression; and fencing.

No bids were received for polished concrete, miscellaneous steel supply, millwork, painting, building signage for supply only and retractable barn curtains.

Vice Chairman Kreg Murphree made a motion to table the bids, Chairman Russell Morgan made the second and the county board tabled the bids for further review.

Principal Architect Joshua Schoenborn gave a rough estimate of total costs of bids received, based on approval.

"Running total is $4,125,156," he said.

Ken Shaw, Construction Manager At-Risk with Hope Equipment and Construction, said they had a few categories they did not receive any bids for and also some they will need to rebid.

Realistically, Morgan said they are looking at about $4.5 million.

Shaw said the original $3.25 million was based off the 2019 budget.

"We've added tons of concrete, we've added a 750 seat building on top of it," he said.

In the past week at the fairgrounds, Morgan said they shoveled two semi-loads, weighing 50 tons, of hot lay.

"We got all the holes dug out and patched," he said.

In new business, Morgan said they are getting closer on the refinery project. He said he talked with Assistant District Attorney Charles Sifers Monday morning and they will meet prior to coming to the board to discuss it further.

In another segment, Shaw told the county board they received the bullet proof window for the Stephens County Courthouse Annex and they hope to get it installed this week.

In other news, the board approved:

—A road maintenance and repair agreement with Beaver Creek Solar, LLC and the road use agreement (RUA) Haul Route Map.

The Stephens County Commission will convene again at 9:30 a.m. Monday, April 15 the Stephens County Courthouse.
