Cogwill gets GOP nod for commissioner while voters say no to Guernsey County EMS levy

CAMBRIDGE — Guernsey County voters cast their ballots in the 2024 March primary election on Tuesday. On the ballot were two candidates vying for the GOP nomination for Guernsey County commissioner and one countywide levy.

Voters chose William Cowgill according to unofficial results released by the Guernsey County Board of Elections to be the GOP nominee on the fall ballot. Cowgill garnered 2,536 votes while Amy Kissinger secured 2,043 votes.

According to Board of Elections Director Lori Bamfield, as of noon Tuesday, precincts noted that voting had been steady. "I think that we weren't really busy for early voting until the last week, but it ended on Sunday. We are anticipating no issues, it's pretty standard for a March primary when it's freezing and snowing."

Bamfield was hoping to see above 25% turnout for the election. While roughly 1,560 absentee early votes came in, this number is lower than in the past. "It's under what we've had in the past. We've had 2,500 to 3,000 early voters in the office in past elections," said Bamfield. Results for the evening show that 6,142 total votes were cast out of 24,077, equal to 25.51% of registered voters.

Levy results

The countywide levy for Emergency Medical Services levy was set at 3.2 mills for five years. The additional millage amounts to $112 for each $100,000 of the county auditor’s appraised value per home. It failed with 2,876 no votes to 1,883 yes votes.
