Carthage City Administrator files lawsuit against City, City Council members individually, and the political action committee – CCU

CARTHAGE, Mo. — The Carthage City Council controversy is now headed to the courts.

City administrator Greg Dagnan filed a lawsuit against the city of Carthage, the city council, and Carthage Citizens United – a political action group.

The court filing claims a violation of whistleblower protections and the sunshine law, as well as smearing Dagnan’s character and credibility.

It also claims “The city of Carthage and its council members sought to fire Dagnan because of his involvement in uncovering and disclosing two separate incidents of theft of city funds, and reporting violations of the sunshine law.”

The petition includes Carthage Citizens United as an entity formed to elect council members who would fire Dagnan. An attempt that has been made several times in recent weeks.

“I have served the city of Carthage for the better part of my career. It pains me to be forced into a corner of filing a lawsuit against the city I’ve worked hard to make a better place. I greatly appreciate the overwhelming support that I’ve received from citizens of Carthage in standing up for me at the last several city council meeting. It’s time, though, that I stand up for myself,” said Dagnan.

A special council meeting will be held Friday afternoon to discuss the potential impeachment of Carthage Mayor Dan Rife.

The city council controversy dates back nearly a year to a budget conflict involving salaries at Carthage Water and Electric.
