Biden signs historical $61 billion Ukraine's aid bill

President Joe Biden signed a significant aid bill that will support Ukraine, Israel, and Taiwan, marking a major step in U.S. foreign assistance.

The legislation allocates $61 billion in aid for Ukraine, $26 billion for Israel, and includes $1 billion in humanitarian support for Gaza, along with $8 billion aimed at countering China's military capabilities.

"This package is literally an investment not only for Ukraine's security but in Europe's security and our own security," Biden stated.

"It gives vital support to America 's partners so they can defend themselves from threats to their sovereignty," Biden remarked during his address at the White House. "I'm making sure that shipments start right away in the next few hours."

Biden praised Ukraine's military, saying, "They’re a fighting force with the will and the skill to win." He also criticized "MAGA Republicans" who support Trump for impeding aid, referring to Trump’s "Make America Great Again" campaign slogan.

Details of the U.S. Aid Bill for Ukraine

The U.S. House of Representatives approved the bill on the evening of April 20, following extensive discussions. This bill allocates over $60 billion in support for Ukraine.

Earlier, on Feb. 13, the Senate had passed a similar bill proposing a total of $95 billion in aid for Ukraine, Israel, and Taiwan, with $61.4 billion designated for Ukraine. However, the House-passed bill slightly reduced the total aid for Ukraine to $60.8 billion.

A key feature of the bill is Biden’s provision to potentially transfer long-range tactical missile systems (ATACMS) to Kyiv, contingent on it not jeopardizing U.S. national security interests.

Ukraine's Ambassador to the U.S., Oksana Markarova, indicated that the U.S. could quickly begin supplying weapons to Ukraine following the enactment of the aid bill.

Senate Intelligence Committee Chairman Mark Warner announced on April 21 that the U.S. is poised to send a new aid package to Ukraine by the end of the week, which will include ATACMS missiles.

The bill, which now encompasses nearly $61 billion in aid for Ukraine, was passed by the U.S. Senate on April 24.
