Ashburn Restaurant Inspections: Dulles Kabob, Wow Bao

ASHBURN, VA — The Loudoun County Health Department cited several restaurants around Loudoun County with violations during recent inspections. The most recent inspections occurred between Feb. 16 and Feb. 22.

As COVID-19 restrictions continue to fluctuate, health inspectors are returning to conduct some restaurant inspections in person. However, some visits, such as those for training purposes, can be conducted virtually.

Violations at restaurants typically focus on factors that can contribute to food contamination. The local health department can also perform a re-inspection to ensure that possible violations have been corrected.

For every observed violation, the inspector provides a specific corrective action that can be completed to rectify the violation. Sometimes these are simple, and violations can be corrected during the course of the inspection.

Here are the most recent inspections from around Ashburn, Dulles, and Sterling, as they were written by the Loudoun County Health Department.

    • Total violations: 1

      • Observed Wet Mop not properly air drying.

      • Ready to eat (RTE) mashed potatoes observed contaminated with paper label partially touching the food.

      • Yogurt sauce and green sauce (with mayo) registered at 51°F in the one door low boy refrigerator in front food prep/service area. As per the owner said unit was frequently opened during busy lunch rush.

      • Several wet wiping clothes observed on food prep counters and under in front food prep area and kitchen.

    • Total violations: 3

      • Observed Hand Sink in back area by dish washing machine to be blocked by table and silverware.

      • Observed Handsink near 3 VAT near oven (HS 600HS17) to have a maximum temperature of 54-72F.

      • Observed mold like substance on the guard of the ice bin.

  • El Chef Latino LLC, 156 Enterprise St Suite J Sterling, VA 20164

    • Date inspected: Feb. 16

    • Total violations: 4

      • Observed Hand Washing Sink at the front area to not have soap readily available.

      • Observed Hand sink with no paper towels in the back of house and the front area, and another with a jammed dispenser.

      • Observed whole chicken hot holding at 118F at beginning of inspection and 108F at the end in the glass display case toward the front.

      • Observed Tongs and Scissors used for Hot Chicken in a bucket of sanitizer solution. Observed 2 spoons and 2 knives of utensils in use at prep line stored in a shared bucket of sanitizer.

      • Dishes not sanitized after washing and rinsing. Sanitizer not available at the facility.

      • Two containers of cooked mushroom and cooked onions observed held past the 7 days in walk in refrigerator.

      • There was no paper towels at the hand sink in the kitchen.

      • Observed the stove top with foods debris.

      • EHS observed food debris build up on one section of the kibbeh assembly machine. The food debris was observed in a hard to reach portion of the machine. The machine was not in use during the inspection and as per the PIC (person in charge) it is not used every day.

      • Stuffed grape leaves (dolma) and baked beans noted as improperly reheated for hot holding before being placed in the warming unit. Both TCS (time/temperature control for safety) foods registered at 130F at 11 am. As per the pic, said TCS foods were reheated at 10am.

      • Caterers are utilizing plastic grocery bags for direct food contact storage in their stand up freezer.

  • Dunkin Donuts Main LL G-804-A, 1 Saarinen Circle Sterling, VA 20166

    • Date inspected: Feb. 18

    • Total violations: 1

      • Stirrers and spoons observed stored in a container of standing water at room temperature.

  • Wow Bao, 1 Saarinen Cir Sterling, VA 20166

      • Handwashing facility in bar observed without paper towels.

  • Washington Dulles Marriott Hotel Kitchen, 45020 Aviation Dr Dulles, VA 20166

    • Total violations: 7

      • Two hand sinks on the line (one by the pizza station and another by the fryer cooler) are not in service ( water supply turned off, no soap or paper towels, blocked by boxes). As per the PIC (person in charge) the hand sinks do not get used by employees. There is one functioning hand sink behind the line.

      • A tray of raw shell eggs observed stored on top of diced vegetables in the the low boy cooler on the line. Raw proteins (raw chicken, salmon, beef) also stored on top of containers of dairy in the stand up cooler on the line.

      • Certain hard to reach spots of the meat slicer observed with dried on food debris.

      • The high temperature dish machine is not reaching the minimal utensil surface temperature of 160F. A thermometer was run through several times and the surface temperature only reached 153.9F. Wares are not getting effectively sanitized through the high temperature dish machine.

      • EHS observed TCS (time/temperature control for safety) foods (turkey 51F, cut tomatoes 50F) cold holding at improper temperatures at the (prep cooler on the hot line). The pic explained that the cooler is broken and a new one is being ordered. They stated that they are using ice to try and maintain proper temperatures. EHS observed a small amount of ice below the pans in the cooler.

      • Two ready to eat (RTE) TCS foods noted as being kept longer than seven days at 41F or less in the walk in cooler. A container of penne pasta was date marked 2/9/2022 and a pan of BBQ chicken was date marked 2/9/22. Said TCS foods are on day 10.

      • Packaged salads and meals in the grab and go cooler by the front desk are missing required information on their labels. Labels currently only have a common name/ingredient label.

  • Drnk Qwench, 21385 Epicerie Plaza #105 Sterling, VA 20164

    • Date inspected: Feb. 22

    • Total violations: 6

      • Observed cooked rice and quinoa just pulled from the rice cookers and placed in the walk in cooler. Said TCS (time/temperature control for safety) foods were temped at 75F. EHS discussed holding methods of the rice and quinoa with the person in charge. They stated that both the rice and quinoa were cooked yesterday and the leftovers were placed in the walk in last night. This morning both were taken out of the walk in and reheated in the rice cookers to about 90F and held throughout the lunch period. They were then again taken out of the rice cookers and placed back in the walk in cooler to be used tomorrow.

      • Cut leafy greens (kale and spinach ) are cold holding at improper temperatures (both 51F) in the low boy cooler at the front.

      • Facility does not have date marking procedures in place for commercially processed RTE (Ready to eat) TCS foods once they are opened and held at 41F or less. Egg patties, turkey, ham, turkey bacon, sausage patties) all observed without date markings reflecting a maximum holding time of 7 days at 41F or less. According to the PIC said TCS foods are held for "two to three days"

      • EHS observed improper methods for thawing frozen sliced roast beef. Roast beef temped at 85F in the low boy cooler. Upon further discussion the PIC informed EHS that the roast beef was held on the counter next to the turbo chef oven for three hours until it was thawed.

      • This facility does not have a functioning food thermometer to accurately monitor the internal food temperatures of TCS foods. The one metal stem food thermometer they have starts at 70F.

      • The quat sanitizer test strips are expired and no longer usable for testing the sanitizer (faded). This is a repeat violation from the previous inspection.

  • Burger Shack (The), 42841 Creek View Plaza #100 Ashburn, VA 20147

    • Date inspected: Feb. 22

    • Total violations: 1

      • Raw bacon stored over RTE tomatoes.

  • Miyama Japanese Cuisine, 20789 Great Falls Plaza #110 Sterling, VA 20165

      • The hand sink to the right of the three basin sink did not have hand drying provisions.

      • Raw chicken was found stored above raw beef.

      • The interior bin of the ice machine was found with heavy soil residue on the left hand side.

      • Cooked shrimp and ready to eat crab salad were found in the walk in cooler with no date marking

      • Avocados, meats were observed stored on the floor of the walk-in cooler.

      • Scoops used for rice were found stored in a container with stagnant water.

  • Poke Sushi Bowl, 21438 Epicerie Plaza Sterling, VA 20164

    • Date inspected: Feb. 22

    • Total violations: 6

      • The person in charge (PIC) was not able to produce a verifiable employee health reporting agreement for each of the food employees.

      • Facility does not have established date marking procedures in place for prepared ready to eat (RTE) TCS (time/ temperature control for safety) foods. Cooked soba noodles, cooked quinoa, and pre-cooked (commercially processed) diced chicken observed in the two door stand up cooler without date markings. The PIC state that these items are prepped every 48 hours or so. EHS did observe rolls of date marking stickers in the dry storage area but the PIC said they are not being used.

      • EHS observed paint and other toxic materials stored on the same shelf (and above) dry food items (bottles of soy sauce) and single use articles in the small storage closet next to the restrooms.

      • Bag of medicines (pills) and bottle of vitamins stored on the dry storage shelf with dry food items in the back kitchen.

      • Observed multiple dry food items (cases of pineapple, soy sauce, etc.) stored directly on the floor of the kitchen. EHS also observed multiple boxes of single use food containers stored directly on the ground in the hallway leading to the bathrooms.

      • EHS observed Rice scoops stored in rice cookers with the handles directly touching the rice.

  • Ashby Ponds- Cardinal Clubhouse (Robin’s Nest), 21170 Ashby Ponds Blvd Ashburn, VA 20147

    • Date inspected: Feb. 22

    • Total violations: 4

      • Employees drinks observed being stored of clean utensils.

      • Employee handled dirty dishes and then handled clean dishes without changing gloves.

      • Observed dishwasher plate temperature of 156F after multiple tries.

      • Observed cut lettuce 48F and mixed greens 47F in prep cooler that was prepped the day before. Slice tomatoes 48F on service line.

  • Chef Geoff’s, 1 Saarinen Cir. Dulles, VA 20166

    • Date inspected: Feb. 22

    • Total violations: 5

      • Handwashing sink observed with dirty wet wiping cloth placed in it.

      • Chemical dishwasher observed not sanitizing after washing and rinsing. Said dishwasher observed without sanitizer.

      • Raw salmon and cheese registered at 46°F in the low boy drawer in the walk in refrigerator in kitchen.

      • Raw shell eggs registered at 50°F in top section of low boy refrigerator. Said section was left open during morning breakfast rush. Said unit registered functioning at 41°F.

      • Two cutting boards observed in the kitchen observed dirty/discolored with deep stained cut marks.

  • & Pizza (C Terminal), 1 Saarinen Cir. Dulles, VA 20166

    • Date inspected: Feb. 22

    • Total violations: 3

      • Handwashing facilities in the front food prep area and in kitchen observed without paper towels.

      • Chemical dishwasher at the bar area observed without sanitizer.

      • Meatballs, micro greens and cheese registered at 54°F in top section of pizza topping bar refrigerator. Said section of the unit observed open and next to the pizza oven.

  • Devil's Backbone Taproom, 1 Saarinen Circle Sterling, VA 20166

    • Date inspected: Feb. 22

    • Total violations: 2

      • Improper cold holding in that raw beef patties registered at 50°F in low boy drawer refrigeration unit in kitchen.

      • Cutting boards observed worn out, discolored and with deep stain marks.
