Arrest made for University City road rage shooting
ST. LOUIS COUNTY, Mo. – A Hazelwood man has been arrested and charged in a road rage shooting in University City.
According to the University City Police Department’s probable cause statement, the shooting happened at 8:30 a.m. Wednesday at the Interstate 170 southbound off-ramp to Delmar Boulevard.
The victim told police she was trying to exit at Delmar but saw a black Toyota sedan driving recklessly in her rearview mirror. She attempted to change lanes to avoid the Toyota but cut off the sedan.
The Toyota pulled ahead of the victim, took the Delmar exit, and stopped at the red light.
The victim pulled over on the exit ramp because she was startled by the ordeal. Police claim the driver of the Toyota exited his vehicle with a pistol and fired five or six shots at the victim’s car.

The victim suffered a gunshot wound to her left shoulder and was taken to the hospital for surgery. The injury was not life-threatening.
Police located the Toyota sedan later that day at a gas station in St. Louis City. The driver, identified as Octavian Carr, was taken into custody. Police claim a loaded 9mm Springfield XDS handgun was inside the car.
Carr allegedly told investigators that he thought the victim had tried to cut him off and that he let his anger get the better of him.
The St. Louis County Prosecuting Attorney’s Office charged Carr with first-degree assault and armed criminal action. Carr remains jailed on a $150,000 cash-only bond.
