9 women accuse Portland foot doctor of sexual abuse

PORTLAND, Ore. (KOIN) – A local foot doctor was indicted last December on multiple charges of sexually abusing his clients. Now, nearly two months later, seven more women have come forward with similar claims.

According to at least nine women, 49-year-old Dr. Brian M. Bowen of Eastside Foot and Ankle abused them during their podiatry exams between August 2022 and October 2023.

A year-long investigation began after one woman reported Bowen’s actions during an exam in May 2022, during which he allegedly fondled her without her consent. Another woman said he sexually abused her in January 2023.

On Dec. 6, 2023, a grand jury indicted Bowen with one felony charge and three misdemeanor counts of sex abuse. He was arraigned in the Multnomah County Circuit Court on Dec. 15.

Following the indictment, police continued to investigate Bowen believing he may have had more victims at his practice in the 1800 block of Northeast 44th Avenue.

Bowen is now indicted with two counts of first-degree sexual abuse, one count of second-degree sexual abuse, nine counts of third-degree sexual abuse, and two counts of sex abuse by fraudulent representation.

According to the Portland Police Bureau, the last two charges stemmed from a new law that went into effect in July 2023 which charges “medical professionals that commit sexual abuse through fraudulent representation.”

The investigation into Bowen’s practice is still seeking additional victims as police ask other patients if they ever had similar experiences in his office.
