51-year-old charged with masturbating at 2 transit stops and outside a business in the same week

Apr. 11—Police contacted a 51-year-old man three times in one week for alleged lewd acts in the Spokane area.

Julian Cuthbert faces indecent exposure, lewd conduct and possession of a controlled substance charges.

The indecent exposure charge stems from April 4 when Cuthbert masturbated while sitting at a bus stop in the 5200 block of East Sprague Avenue in Spokane Valley, according to a Spokane Valley police news release.

A witness stated he was stopped at a nearby red light and saw Cuthbert sitting at the bus stop fondling himself with his genitals fully exposed.

A deputy responded and found the man sitting at the covered bus stop with his hands positioned in his pelvic area, the release said. Cuthbert told the deputy he was homeless and just hanging out.

Cuthbert was booked into the Spokane County Jail on suspicion of indecent exposure, which is a felony because Cuthbert was convicted of indecent exposure in 2019, police said.

At about 2 a.m. April 2, Spokane police arrested Cuthbert on suspicion of indecent exposure and fourth-degree assault after police allege Cuthbert was masturbating at the Amtrak station, 221 W. First Ave., according to the release.

When he was told to leave by an employee, Cuthbert spat on him, the release said.

Cuthbert was not booked into jail because of a medical condition, and a charging request for only felony indecent exposure was submitted.

On the morning of March 29, Spokane police contacted Cuthbert near Third Avenue and Division Street after Cuthbert was reportedly masturbating in front of a business in view of patrons and the public, the release said.

An officer found Cuthbert lying on the ground with his hand moving beneath his underwear. The release said Cuthbert lifted his head, looked at the patrol car, put his head back on the ground and continued his lewd behavior.

Cuthbert had a pill believed to contain fentanyl and was booked into jail on suspicion of lewd conduct and possession of a controlled substance, both misdemeanors.

Spokane police Officer Daniel Strassenberg said Cuthbert was released on his own recognizance after the March 29 arrest.

Cuthbert made his first appearance April 5 in Spokane County Superior Court on the Spokane Valley indecent exposure charge. He's scheduled for an arraignment April 16.

He is set for a pretrial conference April 25 in Spokane Municipal Court for the misdemeanor charges.

Cuthbert remained in jail Thursday on a $6,000 bond.
