At least thirteen people were killed and more than sixty others injured, including children, in a daytime Russian attack with three Iskander missiles on the center of Chernihiv, directly hitting an eight-story social infrastructure building, regional governor Vyacheslav Chaus reported on Telegram on April 17.

“A rescue operation is underway,” said regional deputy head Oleksiy Kuleba.

“An eight-story building was destroyed, four high-rise buildings, a hospital, a higher education institution, and dozens of cars were damaged. There may be people under the rubble.”

Rescue efforts are underway to find people trapped under the rubble. Public transportation in Chernihiv has been rerouted due to the missile strike, and blood donations for the injured have been organized by the Internal Ministry.

This follows an earlier warning by the Ukrainian Air Force that a Russian MiG-31K fighter jet had taken off from the Savasleyka airfield and fired missiles in the direction of Chernihiv. Explosions were heard in the city.

Air-raid alerts were announced in several Ukrainian oblasts, including Kyiv.

“Unfortunately, the death toll may increase. And this would not have happened if Ukraine had received sufficient air defense equipment and if the world’s determination to counter Russian terror had been sufficient,” Ukrainian President Volodymyr Zelenskyy commented on the deadly attack in his Telegram post.

“Terrorists are able to destroy lives only when they first manage to intimidate those who are able to stop terror and protect lives. Determination matters. Support matters,” he wrote, adding that Ukraine needs sufficient determination from its partners and sufficient support that reflects it.
