12 arrested, 19 wanted in retail thefts across Robeson County, deputies say

ROBESON COUNTY, N.C. (WBTW) — 12 people have been arrested and 19 others are wanted in an investigation into multiple thefts at Dollar General Stores and illegal activities near stores across Robeson County, according to the Robeson County Sheriff’s Office.

Those arrested following the monthlong investigation include:

  • Elaine Virginia Newton, 39, of Lumber Bridge, misdemeanor larceny and shoplifting concealment of goods

  • Sylvia Bullard, 36, of Maxton, two 2 counts of misdemeanor larceny and resisting public officer

  • Melquan Shalique Ocean-Dinnerson, 25, of Lumberton, possession of a firearm by a felon

  • Sandy Goins, 53, of Parkton, possession of heroin/felony possession of cocaine

  • Samantha Ezzell, 26, of Parkton, misdemeanor larceny and shoplifting concealment of goods

  • Anthony Lamonte Melvin, 50, of St. Pauls, possession of a firearm by a felon

  • Lisa Danielle Pevia, 32, of Lumberton, misdemeanor larceny

  • Robin Hunt Oxendine, 55, of Pembroke, two counts of misdemeanor larceny

  • Branadette Locklear, 41, of Pembroke, misdemeanor larceny

  • Alyssa Grotzinger, 28, of Pembroke, trafficking opium/heroin

  • Sherwood Third Locklear, 31, of Red Springs, injury to personnel property

  • Randall Ray Cummings, 31, of Lumberton, misdemeanor larceny

Those still wanted include:

  • Sebastian Quinn Lowery, 28, of Lumberton, misdemeanor larceny

  • Brian Keith Jacobs, 51, of Lumberton, two counts of trafficking cocaine/possession with intent to deliver or sell cocaine, maintaining vehicle/dwelling, and resisting a public officer

  • Anna Lambert, 26, of Lumberton, misdemeanor larceny

  • Cordahlia Ammons, 55, of Lumberton, misdemeanor larceny

  • Yolanda Channell Locklear, 35, of Pembroke, three counts of misdemeanor larceny

  • Dashawn Shaw, 30, of Maxton, misdemeanor larceny

  • Lofty Locklear, 51, of Pembroke, misdemeanor larceny

  • Marcus Littles, 45, of St. Pauls, possession of a firearm by a convicted felon

  • Dellery Haywood, 40, of Shannon, attempted larceny

  • Justin Samuel Lowery, 30, of Red Springs, misdemeanor larceny

  • Dennis Dewayne Locklear, 33, of Pembroke, two counts of misdemeanor larceny

  • April Woods, 32, of Pembroke, misdemeanor larceny

  • Travis Anthony Brayboy, 47, of Pembroke, two counts of misdemeanor conspiracy

  • Randi Oxendine, 23, of Pembroke, shoplifting concealment goods

  • Coyama Locklear, 40, of Pembroke, habitual larceny

  • Chris Butler, 36, of Pembroke, misdemeanor larceny

  • Mark Anthony McKayhan Jr., 44, of Raeford, felony possession of cocaine

  • Joshua Dial, 29, of Laurinburg, shoplifting concealment goods

  • Jason Townsend, 39, of Lumberton, misdemeanor Larceny

“Retail theft is not a victimless crime,” Robeson County Sheriff Burnis Wilkins said. “Thousands of dollars of merchandise have been stolen from Robeson County retail stores across the county during the course of this short investigation, and in the end, we as customers will pay for it.

“Often, a nexus between thefts and drugs is easily identified. The vast majority of these thefts took place on video. Some stores had undercover officers on the scene observing the store camera systems. Drug transactions were observed as well. This is just round one of an ongoing problem as we continue to seek out other offenders”.
