Ukrainian government approves appointment of heads of Luhansk and Sumy Oblast Military Administrations

On 11 April, the Cabinet of Ministers approved the appointment of new heads of Luhansk and Sumy oblasts.

Details: The government has approved the appointment of Artem Lysohor and Volodymyr Artiukh as heads of the Luhansk Oblast Military Administration and Sumy Oblast State administration.

Background: 

  • In January, President Volodymyr Zelenskyy dismissed the heads of Kherson, Sumy, Zaporizhzhia and Dnipropetrovsk Oblast Military Administrations.

  • In mid-March, President Zelenskyy has issued decrees dismissing the heads of Luhansk, Odesa and Khmelnytskyi Oblast State Administrations.

For reference: Artem Lysohor, the newly appointed head of Luhansk Oblast Military Administration, worked as an investigator of the District Department of the Dnipropetrovsk City Department of the Ministry of Internal Affairs; an inspector of the Professional Training Department of the Personnel Support Department of the Ministry of Internal Affairs; a senior inspector in the public order protection unit of the Main Department of the Ministry of Internal Affairs and led the department for arranging mass events of the same unit.

Since 2015, he has been a deputy company commander in the Dnipro-1 Special Purpose Patrol Police Regiment. Since 2016, he temporarily served as deputy head of the National Police Department in Zhytomyr Oblast. In the same year, he was appointed deputy head of the Department.

Volodymyr Artiukh, according to the website of Vinnytsia Oblast Military Administration, worked as the head of the Podil branch of the state enterprise "The Ukrainian State Centre of Radio Frequencies", then as an adviser to the chairman of Vinnytsia Oblast.

Now he is deputy chief of the General Staff of the Armed Forces of Ukraine.

Chesno reports that in 2020, he ran for the Vinnytsia City Council from the Ukrainian Party of Honour that declared fighting against corruption and organised crime as its main policy. Artiukh was not elected.
