Russia cannot win in Ukraine militarily – CJCS Milley

Milley stressed that Russia will not win the war by military means. He recalled that Moscow’s strategic goals – conquering Ukraine and regime change – failed a year ago, after which the Kremlin changed its goals to the capture of the Donetsk and Luhansk oblasts.

"The strategic goals set by Russia are unattainable by military means; this is impossible," Milley reiterated.

The general also said that Ukraine’s strategic goals – the liberation of all occupied territories – could be achieved, but likely not in the near future, considering that "a couple of hundred thousand Russian troops" are present in these territories.

In Milley's opinion, the fighting will continue for a while and will be "difficult and bloody", and Ukraine and Russia will either hold negotiations, or the war will continue until a conclusion by military means.

Ukrainian President Volodymyr Zelenskyy has repeatedly said that negotiating with Russian dictator Vladimir Putin is currently impossible: "As of today, he is a terrorist who does not keep his word," Zelensky emphasized.

The Ukrainian peace formula consists of ten points and includes the restoration of the territorial integrity of Ukraine, the withdrawal of Russian troops, the release of all prisoners, an international tribunal for those responsible for the crimes of aggression, and reliable security guarantees for Ukraine.
