Harrier2: The infrastructure of Puerto Rico was in dire straits before the hurricane. This makes rebuilding more like restoration. The electric grid was a disaster and most areas suffered from shortages and disrupted service weekly. The power grid is now being restored to a workable and reliable service. How much of that is due to the hurricane and how much is due to dilapidated systems to begin with? We will never know, but it is certainly driving up the costs usually seen in most hurricane recovery actions. The same is true for the roads, houses, farms, industries and businesses.
