The memo, dated April 11, signed by Sri Lanka's deputy inspector general of police, warned of a potential attack and suggested security should be heightened. Sri Lankan Minister of Telecommunication Harin Fernando tweeted a picture of the memo and questioned why nothing was done when intelligence knew something was imminent. The emergence of the memo comes as terror expert, Neil Fergus, warned ISIS was almost certainly behind the atrocity. Mr Fergus, Chief Executive of Intelligent Risks Group, told Today a number of Sri Lankans were fighting with ISIS in Syria and authorities had warning signs this could happen. "Daish has had a number of Sri Lankans fighting with it in Syria," he said. "The Syrian government stated they know of 36 and it could be up to 50. So that is the first issue. The second issue is they found a cache of arms and explosives on January 17 this year, about 150km north of Colombo. So they have had plenty of warning signs." Mr Fergus said while ISIS doesn't have a particularly strong presence in Sri Lanka, being a predominantly a Buddhist country, it is an issue given there is a very diverse population and a Muslim minority."
