Shuri (Letitia Wright) takes on the mantle and mask of the new Black Panther. Her character arc in Black Panther: Wakanda Forever mirrors that of T'Challa's in Captain America: Civil War and the first Black Panther.

It makes sense that Shuri would become the new Black Panther for a number of a reasons: She is in the royal bloodline already, and she's previously served as Black Panther in the comics as well.

Sisters are doing it for themselves. T'Challa's younger sister, Shuri, is indeed the new Black Panther.

She doesn't want to take the mask and its responsibilities at first, but the spirit of Killmonger (Michael B. Jordan) appears to her in the ancestral plane and urges her to avenge Ramonda (Angela Bassett) after Namor (Tenoch Huerta) killed her. However, Shuri later fights the urge to live purely for vengeance and shows Namor mercy, much like T'Challa did for Baron Zemo (Daniel Brühl).

M'Baku (Winston Duke) is not currently Black Panther. He is, however, watching over and leading Wakanda in Shuri's stead while she's busy doing superhero business.

Is T'Challa the new Black Panther?

No, not that T'Challa. A mid-credits scene introduces a new T'Challa, the son of the late Wakandan king and Nakia (Lupita Nyong'o). While the child is too young to be Black Panther just yet, it's possible he will become the next Black Panther in the future—especially if Marvel uses time jumps and the multi-verse in order to make that happen.
