A federal judge in Washington, D.C., has ordered self-described "QAnon Shaman" Jacob Chansley to remain in government custody pending further legal proceedings in his case on charges related to his role in the Jan. 6 attack on the U.S Capitol. Saying that Chansley could still constitute a threat to members of the general public, the judge ruled that no conditions could be placed on Chansley that would assure he'd appear before the court in the future. "At the hearing and in his briefs, [Chansley] characterizes himself as a peaceful person who was welcomed into the Capitol building on Jan. 6 by police officers," Judge Royce Lamberth said in his ruling Monday.

Overcoming universal Democratic opposition, Republicans in the Georgia Senate on Monday narrowly passed a sweeping elections omnibus bill that would eliminate no-excuse absentee voting, which was enacted by Republicans in 2005, just months after a record number of Georgians opted to cast ballots this way in the 2020 presidential election. Four Republicans did not vote on the bill, which was approved 29-20. The legislation, SB 241, would also change the absentee ballot verification process.
Congress should hire more Capitol Police officers to boost the overstretched ranks of the department and provide them with better equipment, training and support, according to a study of Capitol security led by retired Army Lt. Gen. Russel Honore released Monday. Honore and his team on Monday were briefing rank-and-file House lawmakers on their findings and recommendations. Republicans have criticized House Speaker Nancy Pelosi's appointment of Honore to conduct the review, pointing to his increasingly partisan tone on Twitter and attacks against Republicans.
New York City high school students who chose in-person learning in the beginning of the school year will return to their classrooms on March 22, more than five months after officials temporarily switched all students to remote learning when COVID-19 cases rose. Mayor Bill de Blasio announced Monday that the city's Department of Education has undertaken several recommendations by the U.S. Centers for Disease Control and Prevention, including testing, mask mandates and social distancing, to ensure that students and staff will be safe for the remainder of the school year. In addition, de Blasio said high school sports will resume with strict safety protocols and small crowds.
A polar vortex in February delivered the coldest temperatures in that month to the lower 48 states since 1989, according to a National Oceanic and Atmospheric Administration report released Monday. Temperatures in the contiguous U.S. were about 3.2 degrees F colder than the average for that month in the 20th century, NOAA said. It was the 19th-coldest February among 127 years of record keeping, and for December through February, the three months that constitute meteorological winter, temps in the contiguous U.S. actually were 1.4 degrees F above average, among the warmest one-third on record.

Texas service workers converged outside the Capitol building in Austin on Monday to request vaccine access and demand that the state's mask mandate stay in place until that happens. On March 2, Texas Gov. Greg Abbott announced an end to the state's mask order starting March 10. Monday afternoon's rally was hosted by the Restaurant Organizing Project, Emergency Workplace Organizing Committee, Austin Mutual Aid and Texas Amplified Sound Coalition, which claim that Abbott's insistence on ending the mask order shows that he's willing to sacrifice the lives of restaurant workers, grocery workers and other essential service employees.

Centers for Disease Control and Prevention Director Dr. Rochelle Walensky on Monday defended her agency's decision not to endorse travel for vaccinated Americans, saying that, even as the CDC says they can socially gather without masks, increasing travel would add to the number of COVID-19 cases and pose a risk to the majority of the country not yet vaccinated. Walensky said the agency's guidance has not changed, saying that travel has increased COVID-19 cases and that, even though people who are vaccinated are less likely to become seriously ill, CDC doesn't have enough data yet to know if they can transmit the virus to others. CDC's guidance on travel, last updated in mid-February, says to avoid non-essential travel because it increases the risk of contracting and spreading COVID-19.
Saturday was a big win for the restaurant industry when the Senate passed a $1.9 trillion COVID-19 relief package that increased a grant program for restaurants to $28.6 billion. The Restaurant Revitalization Fund, modeled after last year's Restaurants Act, was backed by Sen. Chuck Schumer and championed by leaders with the Independent Restaurant Coalition, an organization composed of hundreds of bar and restaurant owners who have fought for government assistance since April 2020. One of the group's co-founders, Tom Colicchio, owner of Crafted Hospitality in New York, hailed the latest progress as a light at the end of what has been a long, dark tunnel for the industry.
A New York man with ties to the Oath Keepers militia group and former President Donald Trump's longtime adviser Roger Stone has been arrested in connection with the Jan. 6 Capitol riot, a law enforcement official told ABC News on Monday. Roberto Minuta, of Newburgh, New York, was seen in a video first unearthed by ABC News flanking Roger Stone on the morning of Jan. 6 outside a Washington, D.C., hotel. In the video, Minuta can be seen standing with Stone wearing a baseball hat and military-style vest branded with the Oath Keeper logo.

Americans who have received the full COVID-19 vaccine can gather with vaccinated grandparents or friends without wearing masks or keeping their distance, according to new CDC guidance announced Monday, and those grandparents can visit with and hug family members that aren't vaccinated as long as they don't have underlying medical conditions that put them at high risk for COVID-19. The CDC says individuals who are fully vaccinated -- meaning two weeks after they have received the second dose of the Pfizer or Moderna vaccines or the single dose Johnson & Johnson vaccine -- can safely gather around friends or family who are also vaccinated indoors without masks or social distancing, as well as visit with friends or family from a single household who aren't vaccinated but have a low risk of severe disease from COVID-19.

Despite the COVID-19 pandemic, around 300,000 people are expected to descend on Florida for a motorcycle rally this week, Daytona Beach city officials said. The event is estimated to generate $75 million for Daytona Beach, according to the city's Chamber of Commerce. Most years, about 400,000 to 500,000 people attend, but this year a "reasonable estimate would be around 300,000 +," Janet Kersey, executive vice president and chief operating officer at Daytona Regional Chamber of Commerce, told ABC News via email Monday.
