Here are the substitution cities you should try first.
Visit Lyon Instead of Paris

The third-largest city in France, Lyon offers a combination of urban culture and famous French romanticism that easily rivals Paris. Rather than the Louvre, take in the Musée des Beaux-Arts de Lyon for about half the price.
