Uh-huh: Let's put this to rest now: Congress may have the power to place many unfair restrictions on the Postal Service (the artificial tax on future retirees, not letting them close unproductive offices, etc.) - but they cannot say USPS will shut down. The Postal Service is constitutionally mandated, and Title 39 of the U.S. Code says the USPS "shall be operated as a basic and fundamental service provided to the people by the Government of the United States." Therefore, Congress better take some steps to help them to continue to provide that service.
