'That's you hiding': Text messages show moments before teen's shooting in Daytona Beach

DAYTONA BEACH — The clerk's office released a charging affidavit Thursday detailing Instagram messages exchanged between two teenagers just before one was fatally shot on June 23.

Jakari Webb, 19, is accused of killing Telan Mann, also 19. Webb was arrested on Tuesday and charged with first-degree murder. He is being held without bail in the Volusia County Jail.

According to the affidavit, Webb told police Mann “started saying Webb was gay a couple years ago and that some people began to believe it.” Webb then admitted to creating a fake Instagram account to “get back” at Mann.

Police found a black cellphone located approximately 10 feet away from where Mann was shot, near his Oak Tree Circle home.

Mann's sister, Tiki'Ja Mann, gave detectives consent to search Mann's phone and provided the passcode, the affidavit stated

What did the texts say?

According to the affidavit, Webb and Mann messaged each other more than 170 times between 11:30 p.m. June 22 and 1:51 a.m. June 23, just before Mann was killed.

The conversation starts with Webb asking when he can see Mann and continues with the two teenagers discussing where to meet. Mann tries to direct Webb toward the Sunoco gas station on the corner of Bellevue Avenue and Nova Road.

At one point, Mann says he's at the Sunoco and Webb tells him to "Come down."

"Come down where?"

"Cross the street," Webb wrote.

"Okay and then what?"

"Wait," Webb responded.

Mann said no and told Webb to "just come to the Sunoco."

After Webb fails to go to the gas station, Mann suggests at 1:33 a.m. that Webb meet him at Oak Tree Circle instead (Mann did not say this was his place of residence).

A few minutes later, Mann told Webb to “hurry up” and asked where he was, to which Webb replied he was “passing Sunoco.”

Webb then asked what Mann was wearing, and he answered, “a red shirt some shorts and an orange bonnet way.”

At 1:49 a.m., Webb told Mann he was “outside,” to which Mann replied he, too, was standing outside.

At 1:51 a.m. Webb asked Mann to “come to side walk.” Mann replied and “okay.”

Mann's last message stated: “That’s you hiding.”

According to a police report released Wednesday, video surveillance showed Webb “walking from Nova Road and westbound onto Forest Glen Boulevard. The suspect is observed kneeling down behind a grass hill located at the corner of Oak Tree Circle and Forest Glen Boulevard to conceal himself from the victim.”

The affidavit said Mann's final message was undeliverable due to the Webb disabling his Instagram account.

Mann’s body was discovered just before 2 a.m. just east of the Oak Tree Circle and Forest Glen Boulevard intersection on the southern sidewalk, soon after officers on patrol heard shots fired.

After almost 120 hours of analyzing Webb’s steps after the shooting, police investigators discovered through video surveillance from Bethune-Cookman University that Webb left a property at Garden Street at 12:54 a.m. and returned to the same address just before 3 a.m.

After obtaining a search warrant, detectives drove to the Garden Street property and found Webb standing in the front yard at around 8:45 p.m. on Tuesday. Webb then attempted to flee from SWAT and K-9 officers, but was caught and cuffed after “a brief foot chase,” the affidavit said.

Police then showed a short video clip of Webb to the resident at the Garden Street property, who confirmed Webb’s identity. It is unclear from the affidavit whether the Garden Street resident and Webb were acquainted.

According the affidavit, Webb told investigators interviewing him that he and his brother were “hanging out” at the Garden Street property the entire day on June 22 and that he had slept in the house.

After detectives confronted Webb about his story, which the affidavit said had several inconsistencies based on the video surveillance, and after they told the suspect that they had video “of his entire whereabouts and what he did,” Webb admitted to shooting Mann, the affidavit stated.

In addition to the first-degree murder charge, Webb was also charged with violating probation and resisting arrest.

According to Daytona Beach Police Chief Jakari Young, the department and the State Attorney’s office are holding discussions to “possibly (tack) on a hate crime charge.”
