The story takes place in China in 208 A.D., near the end of the Eastern Han dynasty. It follows Cao Cao, the warlord who controls Emperor Xian’s figurehead, leading the imperial army on a campaign to destroy the southern warlords Sun Quan and Liu Bei, whom he labels as rebels.
