On 25 February 2016, Sanjay Dutt was released from Yerwada Central Jail after serving his sentence (2013–2016) for illegal possession of firearms in 1993. Vidhu Vinod Chopra announced on 29 September 2016 that production on the third Munna Bhai film, with Dutt reprising the title role, was scheduled to begin in 2017. However, the project faced delays as director Rajkumar Hirani chose to prioritize Sanjay Dutt’s biopic, titled Sanju.

In June 2018, Hirani confirmed his plans for future films, including Munna Bhai 3, and disclosed that he had started working on the story with co-writer Abhijat Joshi. It was intended to be his next project following the release of Sanju.
