Over the weekend, Katy Perry attended Elton John's 70th birthday bash at the Hammer Museum in Los Angeles, wearing a midnight blue, sequin wrap midi-dress from Rosario. To play with her old-Hollywood-meets-goth feel, the "Chained to the Rhythm" singer donned a playful, Twiggy-inspired eye paired with a modern, matte lip.

Shadow and Liner
To get the '60s-inspired smoky eye Perry rocked Saturday night, we recommend using a powder eye shadow palette like Charlotte Tilbury's The Golden Goddess Palette ($53). The key to this look is using light gold tones to build a subtle smoky eye by tapping the first color in the palette (light taupe) all over the lid as a base, then blending the slightly darker gold-brown tone out to the corner of the eye, up through the crease to add definition and, using a smudging brush, under the lower lash line. Then take that same brush into the shimmery gold, lining the eye along both upper and lower lash lines, topping off with a natural brown eyeliner (try Covergirl's Queen Collection Vivid Impact Liner in Truffle, $8.24) along both lash lines again. Blend with the smudger.
Deep Teal Cream Shadow
The real fun comes with the teal coloring: take the Marc Jacobs Twinkle Pop Stick Eye Shadow (we're fairly certain this is the actual one Perry used) in Shoshanna ($28) and draw directly onto the lid, tapping the color in to make sure it's well blended but doesn't go above the crease. Using your smudger again, dip into the product and make a couple of dots directly under your pupil in the middle of the lower lash line. Softly press to blend.
Take a matte and easily blendable black eyeliner, like Marc Jacobs Highliner Gel Eye Crayon in Blacquer ($25), and line against the upper lash line, down into the tear duct and inside the upper water line to make everything look seamless. Lightly smudge the black eyeliner along your lower lash line, making sure to keep the lower water line clear.
Lashes on Lashes
Pick up a pair of full and flirty lashes, like Huda Beauty Classic False Lashes in Sasha ($20), and cut to fit your size and shape. Once the lashes are glued on, wait a minute or so and finish off with multiple coats of a lengthening and thickening mascara like the singer's very own Katy Kat Eye Mascara by Covergirl ($8.99).
