President Joe Biden signed an executive order on Monday implementing standards and security measures in response to the rapid development of artificial intelligence. Though there were already a myriad of reasons for Biden to be concerned about AI, watching Tom Cruise go up against an advanced AI called “the Entity” in Mission: Impossible – Dead Reckoning Part One apparently helped put him over the top.
As deputy White House chief of staff Bruce Reed told The Associated Press, Biden’s concern about AI only grew after taking in the film at Camp David. “If he hadn’t already been concerned about what could go wrong with AI before that movie, he saw plenty more to worry about,” said Reed, who watched Dead Reckoning with Biden.
Cruise’s Ethan Hunt fights against a seemingly all-knowing sentient AI in Mission: Impossible – Dead Reckoning that’s not only capable of manipulating systems and networks on a global level, but also able to predict human decision-making. In the opening of the film, the Entity singlehandedly takes down a nuclear submarine and kills its crew in the process.
Of course, the dangers of AI had already long been on Biden’s radar before Dead Reckoning. Per the Associated Press, Biden was “profoundly curious” about the technology and took “months of meetings” with his science advisory council and the Cabinet. He also “pressed tech executives and civil society advocates” about the capabilities of AI on multiple occasions.
“He was as impressed and alarmed as anyone,” Reed added. “He saw fake AI images of himself, of his dog. He saw how it can make bad poetry. And he’s seen and heard the incredible and terrifying technology of voice cloning, which can take three seconds of your voice and turn it into an entire fake conversation.”
The action items on the order are to be implemented and carried out over a range of 90 to 365 days, with security measures taking first priority. Building on voluntary commitments made by technology companies, the executive order seeks to “protect Americans from the potential risks of AI systems” by developing standards, tools, and tests to ensure safety. It also requires AI developers to share safety test results and other critical information with the US government.
