Arts, Beats & Eats — Michigan’s biggest Labor Day weekend festival and a 26-year Oakland County tradition — is set to return with a national-stage lineup headlined by Joan Jett & the Blackhearts, Halestorm, Russell Dickerson and Bell Biv DeVoe.

And there's a big addition for 2023: a bold, state-approved plan for onsite cannabis use and sales. It will make AB&E the first major event in Michigan, and among the first in the world, to feature a designated cannabis zone. San Francisco's Outside Lands festival in 2018 became the first U.S. music event to include a curated cannabis area.

The Royal Oak festival, officially known as Soaring Eagle Arts, Beats & Eats Presented by Flagstar Bank, will hit downtown streets Sept. 1-4.

Organizers revealed details during a Tuesday event in Royal Oak, including the full lineup of 200-plus music acts and family entertainers on nine stages, along with dozens of participating restaurants and food vendors.

The national-stage artists lead a music schedule dominated by area performers, including AB&E staples such as the Reefermen, Polish Muslims, Sean Blackman’s In Transit, Jennifer Westwood and the Handsome Devils, and Tino G’s Dumpster Machine.

Local acts making their AB&E debut will include eclectic singer Tosha Owens, headlining the rock stage Sept. 1.

Veteran rocker Jett, touring on the heels of her June release “Mindsets,” will headline the national stage opening night. Jett and the Blackhearts previously headlined AB&E in 2009 and 2016.

New to the festival this year will be a designated cannabis zone, including sales and consumption, via metro Detroit retailer House of Dank, which signed on as an AB&E sponsor in 2021. The festival recently landed approval from the state of Michigan for the activation, which AB&E producer Jon Witz emphasized will be situated away from family attractions, food vendors and art booths.

"We will do this responsibly," Witz said during Tuesday's announcement.

The space, to be situated in an alley near Washington Avenue and Seventh Street, will include an age-verification entrance. The fully enclosed area will include ventilation fans.

Mike DiLaura, chief corporate officer at House of Dank, said he foresees such activations becoming "as ubiquitous as beer tents."

"It's inevitable that cannabis is going to be introduced into festivals more and more," he said.

"We think the future is to bring the cannabis where the people are, not bring the people to the cannabis," he said.

Tuesday's rollout event outside the Fifth Avenue Royal Oak nightclub included appearances by Royal Oak Mayor Mike Fournier and Oakland County Commission Chairman David Woodward.

They helped announce details for the latest edition of the festival, which was launched in 1998 in Pontiac by Witz and late Oakland County Executive L. Brooks Patterson.

More than 120 artists working in a variety of media will participate in this year’s juried fine arts show, vying for $7,000 in cash prizes.

Celebrating metro Detroit's culinary scene, this year's "eats" part of the festival will offer an array of options from more than 50 vendors.

“Festivalgoers can treat their taste buds to a scrumptious and diverse array of cuisine served up by an irresistible lineup of culinary artists,” Witz said in a news release. “From sizzling savory delights to mouthwatering sweet treats, our festival is a true celebration of culinary excellence, making it the ultimate go-to destination for food enthusiasts during the Labor Day weekend in metro Detroit.”

In the lineup is a mix of offerings from metro Detroit restaurants, food trucks and caterers. There's everything from barbecue options, fine dining fare, Mexican cuisine, Italian fare and sweets.

New food options for the festival include Pastaio, a newcomer to downtown Royal Oak known for its handmade pasta and brick oven pizzas. Estia Greek Street Food, with locations in Grosse Pointe and Warren, is also new to the festival and known for its Greek-inspired menu. Plant-based and organic fare from vegan spot Aratham Gourmet To Go will also be at the festival. Aratham now has four metro Detroit locations and also offers delivery options.

Returning favorites include Italian fare from Trattoria Da Luigi, barbecue from Smokey Joes and House of Barbecue. Popular food truck Fork in Nigeria will offer its authentic Nigerian cuisine.

Also new this year: Three students from Baker College's culinary arts program will team up with two local businesses, creating food items exclusively for the festival. Students are teaming up with Royal Oak's ImaginATE restaurant and the Give Thanks Bakery, with several metro Detroit locations. The food items sold, honey chipotle glazed chicken from Imaginate and chewy lemon brown at Give Thanks Bakery, will also benefit hunger relief: A portion of proceeds will be donated to Open Hands Pantry, a community-based nonprofit.

For the first time, Arts, Beats & Eats will offer 25,000 advance daily tickets, available for $7. On-site admission on Sept. 1 will be $12 after 5 p.m. and free before that. On the remaining three days, admission will be $12 after 3 p.m. and $10 prior to that.

Ticket discounts will be available Aug. 14-29 with donations to a Forgotten Harvest food drive sponsored by Flagstar Bank. Details can be found at the fest website.
