Fulton County, Ga., district attorney says several factors led to charges in the death of Rayshard Brooks

At a press conference on Wednesday, Fulton County District Attorney Paul Howard said several factors led to charges being brought against two police officers who questioned Rayshard Brooks on Friday night. One of the officers, Garrett Rolfe, was charged with several counts, including felony murder, for firing the shots that killed Brooks.

- Mr. Allen, you said he was not a threat to the officers. Is it the fact that he was running away, is that the evidence there leading you to have [INAUDIBLE] that after the struggle he was not a threat to [INAUDIBLE]?

PAUL HOWARD: Well, that's just one of the things. I mean, as we said before, the whole casual conversation, the fact that they patted him down, he had no weapon. They-- even the body language between the officers and Mr. Brooks, it was very casual, very informal. Nothing seemed to happen that would indicate that he was of some danger.

But you're right. At the critical point of the shooting, what the evidence shows, that he was some 18 feet, 3 inches away. His back was turned. And I believe a reasonable person would conclude that he was not an immediate threat at that time.
