Ex-Cop Accused Of Kidnapping, Torturing, Sexually Assaulting And Disfiguring Woman

A California man who was arrested for allegedly torturing and disfiguring a woman earlier this month has been identified as a former police officer.

Peter Anthony McGuire, 59, was arrested on June 11 for the false imprisonment of a young woman, who he allegedly kept captive while sexually and physically abusing her over the course of several months, the Chino Hills Police Department said in a press release.

He was charged with kidnapping, torture, aggravated mayhem, rape, false imprisonment and assault with a deadly weapon, according to online jail records previously obtained by Oxygen.com.

McGuire had previously worked as a cop: The San Bernardino County District Attorney’s Office told Law&Crime on Thursday that he'd worked with Huntington Park Police Department in 1986 but was terminated a year later. He then worked for the Hawaiian Gardens Police Department — now defunct — from 1995 to 1997.

He holds active business licenses to be both a private investigator and a private patrol operator.

Deputies were dispatched to Alterra Park in Chino Hills on June 9, where they made contact with the 22-year-old victim. The unidentified woman told police that McGuire “tortured, physically assaulted and raped” her while holding her captive, according to the police press release.

“The victim escaped from McGuire's residence minutes prior to speaking with deputies,” Chino Hills Police Department said in their statement.

They noted that she had sustained visible, significant injuries that matched her allegations.

McGuire did allegedly “unlawfully and maliciously deprive [the victim] of a member of the body and did disable, disfigure and render it useless,” according to a criminal complaint filed in Rancho Cucamonga District Court, obtained by Law&Crime.

The complaint alleges that he cut and disabled her tongue “and put out an eye and slit the nose, ear and lip.”

They allege that he did so “with the intent to cause cruel and extreme pain and suffering for the purpose of revenge, extortion, persuasion and for a sadistic purpose.”

The young woman told police that she had moved into McGuire’s house voluntarily but that he wouldn’t let her leave when she tried to move out a few months later.

McGuire is currently being held without bail at West Valley Detention Center in San Bernardino County, online records show. It’s not clear if he has obtained council.
