Ex-CIA Officer Pleads Guilty to Sexually Abusing and Drugging More Than 2 Dozen Women

A former CIA officer pleaded guilty Tuesday to sexually abusing and drugging more than two dozen women in multiple countries, authorities said.

Brian Jeffrey Raymond, 47, admitted to drugging and sexually assaulting several women at his embassy-leased housing in Mexico City and other locations between 2006 and 2020, according to a press release from the U.S. Attorney’s Office for the District of Columbia.

Raymond, of La Mesa, Calif., also admitted to taking photos and videos of a total of 28 women who were nude or partially nude. Prosecutors said many of the recordings show Raymond “touching the women’s bodies while they were unconscious and incapable of consent.”

“Raymond attempted to delete the explicit photographs and videos depicting the victims after learning about the criminal investigation,” the release states.

As part of a plea agreement, Raymond will face between 24 and 30 years in prison, supervised release for life, and mandatory restitution to his victims, according to the U.S. Attorney’s Office. He is scheduled to be sentenced on Sept. 19, 2024.

The former CIA officer was first accused of sexual abuse on May 31, 2020, when a naked woman was seen screaming for help from the balcony of his residence in Mexico City, according to a statement from the FBI Washington Field Office and the U.S. Department of State’s Diplomatic Security Service (DSS) Office, which asked any potential victims to come forward.

Raymond apparently admitted to having sexual intercourse with her, but the woman reported that she had no memory of events after consuming drinks and food provided by him, authorities said.

By July 2021, Raymond had pleaded guilty to two counts of sexual abuse, in which the victims were incapable of consent, and one count of transporting obscene material. However, he withdrew his guilty plea about a year later, CNN reports, citing court documents. Raymond was then indicted in 2023 on multiple sexual offenses.

“C.I.A. condemns in the strongest terms the crimes committed by former Agency officer Brian Jeffrey Raymond, who was arrested in 2020,” the CIA said in a statement obtained by the New York Times. “As this case shows, we are committed to engaging with law enforcement to ensure that justice is served.”

Raymond’s lawyer, Howard Bernard Katzoff, did not immediately return PEOPLE’s request for comment on Friday.
